    NOTE:  Originally the developers intended to employ the same 1979 Articles, Bylaws, CC&Rs for all  the 857.5 acres of Silver Springs East aka The Silver Springs Homeowners’ Association and the Silver Springs Master Association. Example: the Silver Springs Water Company serviced the entire Silver Springs East Community.

    ( In the early days around 1979 there also existed  Silver Springs West now known as Sun Peak, Cedar Draw, Willow Draw, The Cove, Mahogany Hills, Bear Hollow).

    The Developers’ 1979 Silver Springs Homeowners’ Association, became known as the Silver Springs Master Homeowners’ Association in 1989 thereby assuming responsibility for all the Silver Springs East Common Areas, the intent was the MA would absorb the early recorded documents and responsibilities.

    Recordings for Silver Springs East Developers’ Subdivisions use a variety of names interchangeably making it confusing to correctly identify the entity to which the recordings apply.  Interchanged names include: Silver Springs East, Silver Springs Developments Subdivision, Silver Springs Development Subdivisions, Silver Springs Subdivisions, Silver Springs Developer Subdivision(s), Silver Springs Homeowners Association,  Silver Springs Development plat.

    Documents dated from 1985, the date of the SSSFHOA organization, forward, intended for the Silver Springs Single Family Homeowners Association, up to 1994 incorrectly recorded Amendments for SSSF as “Silver Springs Development Subdivision”, that being the Developers name for Silver Springs East.  The 1997 Annexation of Little Lake is the first time the correct name is on record as the Silver Springs Single Family HOA..

    Some documents listed here pre-date the Organization of the  SSSFHOA on October 14,  1985.
    Those documents are included here for historical information and are also separately listed on the Silver Springs East webpage.

    The duty of the SSSF-BOT and the attorneys they hired is to separate fully the developers’ recordings for Silver Springs East from the responsible recordings of the 188 development lots known as the Silver Springs Single Family HOA, for the protection and benefit of these individual and collective property owners in this subdivision development.

Fry the SSD -Silver Springs East HOA “president”, and Summit County Commission Chair Bill Wallin, which released the underdrains bond of $150,000 to Ray Fry while transferring the underdrains 1A & 1B,  3-year maintenance responsibility to the SSD-SSE Association, making them “solely responsible.”
    Release of the bond designated completion of the underdrain system and this DIA Agreement. The  underdrains were not transferred to the new 1985 homeowners SSSFHOA nor to the MA.  New SSSFHOA docs, 1985 forward do not include the underdrains.

    DIAs do not bind the parties after the project has been satisfied and the bond funds have been released to the Developer at the conclusion of the project’s functional goals. The release of bond funds ends for all parties the responsibility for the project.  Since June 1982 to the present year of 2018, Summit County has held no mandate for any party to continue or further complete this Agreement.  The County considers it terminated.

Section 1 (a).Own, and/or maintain and otherwise manage all of the common areas and all facilities, improvements and landscaping thereon, including but not limited to the private streets and street fixtures, and all other property acquired by the Association.

     

    Approval by a majority of HOA members was neither solicited, nor gained as the developer had the majority of the votes.  This amendment was recorded on the same day as the Ray Fry Agreement with Summit County Entry 193367.

    ANNUAL MEETING:
    CCRs FAILED TO PASS “Amended Declaration of Covenants, Conditions and Restrictions for Silver Springs Development Subdivisions”

    Forty-one Homeowners in attendance at the Annual Meeting on October 8, 2019 witnessed the Board President Paul Reddy announce the CCRs failure to pass voter approval. His appeal to the board to extend the voting date was declined.

    Look for the black menu bar on the top of the page.
    Click on DOCUMENT SEARCH
    In the center of the page, the first black menu bar has ENTRY NUMBER from Chart above (Ex: 00221234)
    In the box provided enter the ENTRY NUMBER from the Chart above for the document you are seeking.
    The .PDF file of the recorded document will come up for viewing or printing or saving to your computer.


    If you want to look at documents, even those older than 1992, then use the Sire Webcenter.
    Use “public” for both username and login.
    On the top left is a menu box that shows “Articles of Incorporation”
    Click on that line.  “Recorder Documents” will appear further down list.
    Here type the book and page number of the doc you need.  These numbers need to be four digits.
    If the Book No. is M232 or just 232 you need to type it as “0232”
    If you have a page with only three digits, such as Page 429, then you need to type it as “0429”
