General plan for the improvement and development for Lots 1-64 Phase 1A for the purpose of enhancing and protecting the value, desirability, and attractiveness of said lots. Creates a corporation to which should be delegated and assigned the powers of maintaining and administering the common area and administering and enforcing these CC&Rs and collecting and disbursing funds pursuant to the assessment and charges hereinafter created and referred to shall be binding on all parties having or acquiring any title or interest in Silver Springs subdivision.
CC&Rs run with the land for 40 years from time of being recorded = 2019; automatically extended for 10 year periods unless majority of the then owners agrees to changes in whole or in part.

Revises wording within the Amended Declaration of 04/15/1982. Deleted Article II Section 1. Annexation Without Approval and Pursuant to General Plan. Re-wrote Article III Section 3. Voting Rights – one class of voting membership. Deleted Article V. Section 1. Creation of the Lien and Personal Obligation of Assessments, replaced with new language. Article V Section 4 Special Assessments for Capital Improvements was replaced by Special Assessments with assent of a majority of the Members. The language of Article V Section 7 Certificate of Payment and Section 8 Exempt Property was changed. The language of Article VI Section 1 Delinquency was changed. Article VIII Section 1 Duties and Powers -(f) was changed. Article XI Section 1 Enforcement language was changed. Article XI Section 4 replaced. Deleted Article XI Section 5 Consent to Future Zoning, and Section 6 Withdrawal of Property. Changed language of Section 7 Limited Liability. Renumbered Sections 8,9,10 as 6,7,8. Etc.

Page 273: “All Declarations relating to the Silver Springs Development Subdivision were repealed” at this meeting and approved by a majority of the association members.
All former references and responsibilities for the underdrain system were therefore repealed. The 1978 underdrain system and irrigation system were abandoned by a majority vote.
