The Annual Meeting and Election has been scheduled for Tuesday, October 11, 2011 at 7 p.m. at St. Luke’s Episcopal Church. [This meeting did not draw a quorum and was rescheduled for November 8, 2011]
The Proxy Ballot mailed by the board to the members does not provide the names of the trustees who will not be seeking re-election and are to be replaced by this vote. It is likely the retiring trustees are Kristian Mulholland, Brian Robinson, Harry Fuller, Richard Krebs (on ballot seeking re-election).
The Proxy Ballot has been mailed though Nomination forms were not sent out to property owner members as has been the customary practice.
The Nomination Committee members names were not included in the three pages the board mailed on September 26, 2011 to the property owner members.
SSSFHOA BYLAWS: Article V. NOMINATION AND ELECTION OF TRUSTEES
Section 1. Nomination. Nomination for election to the
Board of Trustees shall be made by a Nominating Committee,
except for the first reorganization meeting when the nominations
shall be made by the Steering Committee. Nominations
may also be made from the floor at the annual meeting. The
Nominating Committee shall consist of a Chairman who shall be
a Trustee, and two or more members. The Nominating Committee
shall be appointed by the Board of Trustees prior to each
annual meeting of the members, and such appointment shall be
announced at each annual meeting. The Nominating Committee
shall make as many nominations for election to the Board of
Trustees as it shall in its discretion determine, but not less
than the number of vacancies that are to be filled.
Practice is that Nomination Forms are sent to all HOA property owner members prior to printing the ballot.

AGENDA DISCUSSION ITEMS
2010-2011 Pres. Fuller: “Your paticipation (sp) and/or comments can guide the board in their ongoing decisions concerning existing and future matters important to all association members.” This is a disingenuous solicitation The 212 survey ballots dated April 2010 from Silver Springs Community property owners and the tally of results submitted to the SSSFHOA board and the MA board in July 2010 have been completely ignored by both boards, SSSFHOA and the SSMA. And both boards have bullied and repelled our representatives from giving input and from participating during monthly meetings.
Long-term violations of this rule are noted in the board minutes and include: Heinz (Lot 39 for more than 20 years), Diesel (Lot 36), Bailey (Lot 37), Gunter (Lot 75), Brennan, (Lot 82), Giles (Lot 122), Calder-Peterson (Lot 127), Odernheimer (Lot 133), Marchetti (Lot 145), Hedges (Lot 194), variety of occupants (Lot 200), Krieger (Lot 202), and others.
This Section needs to take into consideration the fact that most homes in Silver Springs have two-car garages while each of the parents own a car and each of their living-at-home children may also have a car. It is unfeasible to require more garages to be built on the property or to not allow all family members a place to park on their familial property.
- A discussion to add approval of metal roofing to the CCRs was requested for decision during this meeting.
- The situation of children and teens experimenting with over-the-counter and “bath salt” hallucinogenic drugs in our neighborhoods needs to be discussed. Some residents have reported that they are finding empty cold medicine multiple dose bubble wrap containers under large trees where young kids are congregating. Also found are multiple empty bottles of Sudafed and other cold medicine, cups and spoons with red syrup, and multiple small plastic containers with white lids labeled as “Spice” or Herbal Incense, the new “legal” way to get high. Partaking of massive doses of these drugs by teens and older children can be very detrimental to their health and development. Parents need to be aware that this activity is taking place in Silver Springs so parents will keep a better look out for abnormal behavior.
- The small pond was drained between September 26 – October 1, 2011. There will be additional river rock placed to the rip rap line to rehabilitate the beach, and eliminate willow brush along the shoreline that has restricted lake view owners their view and provided a haven for questionable activities (See above…these activities have moved to neighbors yards). Repairs will be made to the drain valves, the slope and the crest of the dam as was directed from the Utah State Dam Safety Inspector.
